B550M CPU and DRAM red led on on boot

   It's my first time building a pc, so my mother board dram and cpu red led indicator is on while on boot. It's not like I'm not searching through forums for problem like this first, but in my case it's manage to boot into system. but once I decided to restart my pc and it failed to boot, but after turning it of by holding the power button and turing it on again it manage to boot again. what I'm trying to ask is that normal for the red led to turn on while on boot? thanks
