Max Ram on IMB-151D motherboard

Documentation on the Asrock site says 8MB max but does not clarify if this is per slot, or total. A board with BIOS 1.90 installed sees 8MB in each slot, even when there is a total of 8MB installed. BIOS display shows that the board "sees" all 16GB of ram.

But when I attempt to install Windows 10 pro clean with all 16GB installed, the system seems to run very slow (like there are a ton of system interrupts) and never finishes setup.

If I do the clean installed with only one 8GB stick installed, Windows 10 installs quickly and runs fine. If I shut down and add back the second stick to max the system out again, it boots very slow and runs like there are a lot of system interrupts again. Task manager SHOWS a lot of system interrupts. This is brand new ram, and I will admit, I have not run ram tests against each stick yet, but I am puzzled as to what this board is even supposed to support.

Was an attempt made to add support for 16GB total ram, but it doesn't work well, so is not officially supported? The Crucial website shows that this board supports 16GB.
