Hi, from the manual:

* M2_1, SATA3_0, SATA3_1 and SATA_EXP0 share lanes. If either one of them is in use,
the others will be disabled.
* M2_2, SATA3_2, SATA3_3 and SATA_EXP1 share lanes. If either one of them is in use,
the others will be disabled.
* M2_3, SATA3_4, SATA3_5 and SATA_EXP2 share lanes. If either one of them is in use,
the others will be disabled. 

  1. I put a 950 Pro NVMe in the M2_3 slot, which means SATA3_4, SATA3_5 and SATA_EXP2 are not available. Correct?
  2. I put 850 EVO SSD boot drive in SATA3_0 and a hard drive in SATA3_1. Do they share or conflict with each other?

In general, the Intel SATA 6G ports (SATA3_0 thru SATA3_5) don't interfere with each other and devices get full bandwidth? It's only when you have M2 or SATA express that you really have to be careful?  The wording can be taken a few different ways.

You have it right. Each M2 drive would come at the expense of two Intel Sata3 ports. So if you use one M2 drive you would still have 4 Intel sata3 ports available and they would of course have no conflict with each other.
There are no bandwidth issues under your scenario.
