im taking a wild guess here but

you dont have a standalone graphics card listed in parts

and thus you have no way of obtaing a video output
the ryzen r5 1600 has no graphics ability
if its a server only grab a cheap gt710 and that will give you video output

the outputs on the mainboard only work with ryzen cpus that have a G on the code
eg 3200g 3400g 4750g

Hello,
I bought this Motherboard to compose a pc that I want to use as a server. I have inserted the following components:

- ASRock B450M-HDV R4.0
- Samsung MZ-V7S250 970 EVO Plus SSD
- Corsair Vengeance LPX 16 GB (2 X 8 GB), DDR4, 3200 MHz, C16 XMP 2.0, Black, 288-pin DIMM
- Corsair CV550 Power Supply PC, 80 Plus Bronze, 550W
- AMD CPU RYZEN 5 1600 AM4
- 10GtekĀ® Gigabit PCIE I350-T4 - Intel I350 Chip, Quad RJ45 Ports, 1Gbit PCI Express Ethernet LAN Card, 10/100 / 1000Mbps NIC pour W

I assembled everything by connecting the various power cables and I started the pc but both by connecting the monitor with the HDMI and with the VGA I can not see anything, black screen.
By attaching a cable to the network card of the Motherboard (not of the pci card), the lights of the card turn on, also the hdd indicator lights up and if I connect a keyboard it lights up, the only thing I can not see is 'ouput video.
I tried to reset the bios by removing the battery for 30 minutes but I have not had any kind of change.
Could it be a motherboard failure or is there some kind of thing I can do to be able to see the video output?
Thanks so much
Greetings
