Thunderbolt 3 R2.0 AIC and X299 Extreme4

Thunderbolt 3 R2.0 AIC and X299 Extreme4 is on the website support compatibility list.

Thunderbolt 3 R2.0 AIC and X299 Extreme4 - Thunderbolt device controller is not appearing in either the (Thunderbolt Control Center) software or Device Manager in Windows 11. I cannot see any port options. I've tried uninstalling and re-installing both Intel_Thunderbolt_DCH(v1.41.987.0_U20200819) software and (Thunderbolt Control Center- Thunderbolt(v1.41.1094.0) software via Microsoft Store. The Thunderbolt AIC is on PCIe 3.0 x4 on my mobo (bottom most slot) and the tbt cable is installed to the correct (tb1) mobo header. I also have latest Bios firmware installed. I've tried disabling and enabling Thunderbolt w/ either no security or user authentication in UEFI but it still doesn't work.
