X99 WS-E restart and Power Cycling

Perhaps a bit late, but I noticed the same on my board I got a few days ago (v1.7 BIOS). This apparently only happens if you are not booting to an O/S first. Meaning, if you just boot into BIOS and CTRL+ALT+DEL, it will power cycle as you mentioned. However, once in an OS, for example, booting into Ubuntu 14.04 via UEFI or CSM, when choosing a restart option, it does not shut off power as it does under the BIOS.

Why when doing a restart with this board does it power cycle everything, normally you would only see that for Bios update???

This board does not do soft reset or restart?
