PCI Exp Net Card in Z97 Extreme4 not detected |

I have a Z97 Extreme4. Graphics card is in PCIE2 and has been working great for months. I picked up a Mellanox ConnectX 10Gbe card. It is a PCI Express 2.0 card, so it doesn't fit into the x1 slots. I placed it in the second full size PCI Express slot (PCIE5), but the motherboard is not detecting the card. It is inserted well and while debugging, I noticed its chip was warm, so it appears to be getting power.
It's not a driver issue, as the BIOS system browser does not see it, nor does its boot config prompt appear. I tested the card in another machine (An old Asus P55) and the card was detected and set up fine, so the issue is not the card. In the system browser, the graphics card (a GTX 770) is listed as x16 speed, with the PCIE5 and PCIE6 slots empty. I don't know what to try from here. There doesn't seem to be any relevant settings in the UEFI BIOS.

Update to this: I tried putting the NIC in the top slot (PCIE5) and the graphics card in the second (PICE5) slot. I booted into UEFI and checked the system browser and it was there! Oddly, both the NIC and the GPU both showed as x16 (which is odd, since I'm pretty sure the motherboard can't do that). So I boot into windows (the NIC's boot config message popped up!) and had to go through some hoops to get the graphics drivers squared away, including rebooting it.
And then it was gone again. Tried pulling it out and putting back in, everything I can think of, and it just isn't showing up again...
