H170 Pro4s Case fans minimum @ 1000RPM

   So have a skylake build and it is fabulous so far, but this has been one of few small problems I have been having. On my H170 Pro4S, my case fan headers 2 and 3 are stuck at a minimum 1000RPM, while case fan header 1 can get down to 500 RPM. I am using the same fans on all of them, Fractal Silent series 2. Does anyone know of a solution to this, or is there a BIOS update for this? Any help is appreciated.
