X570 PG Velocita Second pciE slot slow

I'm trying to SLI two 1080 TIs, but the option for turning it on never shows up. I got to digging and installed GPU-Z and found my second pciE slot runs at 3.0x16 @ x1 1.1.
So I started by swapping the two cards around, issue followed the slot.
I then removed the second card, leaving just top one. It ran as expected. (I don't remember the value.)
Then I installed the card in the bottom slot and it's running at 16 3.0@4 3.0.
I've updated bios to 2.0, reset the bios to defaults, updated chipset drivers, nothing works.
Am I mistaken that slot can run a full speeds?
I'm not a noob, but not a master with all the bios settings.
ryzen 7 5800x
32 GB memory
SSD, no M.2 drive.

The board doesn't support SLI. SLI requires a specific license from Nvidia as well
as support for x8 + x8 (minimum) on the PCIe x16 slots. Your board supports only
x16 + x4 with a 5800x. The reported @ x1 1.1 is only because the second GPU is
not being loaded (because SLI can't be enabled). The x1 1.1 state is default power
saving.

Well guess I'm an idiot.    My old X370 supported it, thought this would too. Thank you for the extensive reply!
