Pulsating backlighting- b365m phantom gaming 4

I built my PC in June of 2021. It's been working fine until today. It was working a couple of days ago. Today it's just sitting with the LED backlighting pulsating on and off every 2 seconds. I press the power button and nothing happens. I unplugged it and waited 30 seconds, no change. I replaced the CMOS battery, no change. I removed half the RAM, no change. I removed the secondary M.2 hard drive, no change. I held the power button down for 30 seconds, no change.

ASRock B365M Phantom Gaming 4 Motherboard
Corsair RM750 Power Supply
Intel i7-8700 processor
64GB Corsair Vengeance LPX DRAM
NZXT Kraken RGB 24mm liquid cooler
WD Black 1TB M.2 OS Drive
Corsair Force Series 4TB M.2 file drive
