USB Tool for Windows 7 Install

   I am trying to install Windows 7 Ultimate on my B550 PG Velocita and AMD Ryzen PC.  I am using a USB dvd drive, USB Keyboard, USB Mouse.  It boots fine into the install setup but at the first prompt, I cannot DO anything because the keyboard and mouse are completely unresponsive.  I have used the AM4 patch tool and it does not seem to work or create a media with DVD or Flash drive that solves the problem.

I'd prefer to fix this before I have to buy a PS2 keyboard.
