B660M Power cycling - help needed

Check the BIOS version printed on your BIOS chip. There should be a white sticker
with a number printed on it that indicates the BIOS version the board shipped with.
For the i5 13400 you will need BIOS version 11.02 or higher:

After powering up new build, computer begins cycle of turning on and off. No video signal. Found RAM in wrong slots. Fixed that. Continues to do it. Do I need to clear CMOS? Any other causes?

CPU: I5 13400
Motherboard: ASROCK B660 Pro RS LGA 1700
RAM: T-Force Vulcan Z 32 GB DDR4 3200 (2x16GB)
Video: Powercolor Fighter RX 6600
PS:EVGA 600 GE
