Check the BIOS version printed on your BIOS chip. There should be a white sticker
with a number printed on it that indicates the BIOS version the board shipped with. For the i5 13400 you will need BIOS version 11.02 or higher: https://www.asrock.com/mb/Intel/B660%20Pro%20RS/index.asp#CPU |

After powering up new build, computer begins cycle of turning on and off. No video signal. Found RAM in wrong slots. Fixed that. Continues to do it. Do I need to clear CMOS? Any other causes?
