So I have tried bios version 2.0 and 2.02, with both I have the issue of cold boots being just a blank screen, no leds or anything. Going to bios version 1.28 resolves the issue. So what gives?? Are ASRock bios versions hit or miss, I never had issues with Gigabyte bios versions.

I would open a support ticket with ASRock about it and let them know about the
issue you are having. I suspect it may be a compatibility issue, in which case they
need to know and will likely be able to help you resolve it. I have had compatibility
issues with pretty much every brand at one time or another, it's pretty much par
for the course. ASRock has always done right by me though and helped whenever I
have had issues. That is what matters to me, not a perfect record but rather the
level of support when things invariably do go wrong.

Good luck.
