RAM problems with B760 Pro RS/D4

I am having problems with my new PC where it will boot properly with one RAM stick installed, but will not POST with two.

I am leaning towards it being a bad DIMM slot A2, but I would love to be wrong and have you tell me the proper setting to put somewhere.

Troubleshooting Summary:

MB - ASRock B760 Pro RS/D4
CPU - Intel i5-13600KF
RAM - 2x Corsair Vengeance LPX, 32GB DDR4 3200mhz

PC recognizes a single RAM stick in B2.
Either sticks boots normally in B2.

will not boot with sticks in A2 and B2.
will not boot with sticks in A1 & A2.
will not boot with sticks in B1 & B2.
will not boot with sticks in A2 & B2
will not boot with single stick in A2
will not boot with single stick in A1.

Normal boot with single stick in B1

I am inserting the RAM fully, and correctly.

When I go into BIOS, the freq and voltage match the RAM specs.
Motherboard BIOS Version is 6.08

The parts list came from PC Partspicker.
