Can't get Z390 Phantom Mini-ITX to work

Hello all! I have a Z390 Phantom mini ITX mb with a 8700k CPU. I am trying it on a bench and can't get the system to POST or display any video.

Without RAM I can hear 3 beeps, so, something is working.

As soon as I install RAM, no beeps, no video. The mb comes on, then off after a few seconds, then on, then off again after a few seconds, then on and stays like that indefinitely.

No video, no beeps. The fans are spinning.

I tried to use a single RAM stick on each of the slots, also tried to reset the CMOS, without luck.

What should my next step be please? Thank you!

Try connecting a bootable flash drive to the system, one with an activity indicator
LED. It could be that the system is POSTing but you are not getting a display for
some reason. If the system accesses the flash drive then the odds are high that
it is in fact POSTing and trying to boot.

If that is the case, try different display cables and/or try a discrete GPU.
