In Windows 10, I couldn`t play html5 or silverlight video from any browser without video stutter and strange error messages. All drivers were updated. This worked for me:

1. Open Intel HD graphics control panel.
2. Choose power.
3. Change power plan from balanced (default) to maximum performance.
