Z77 OC Motherboard

Hi,I just purchased a used Z77 OC formula motherboard.....I was able to install windows 7 ultimate  but now programs have disappeared.
Unable to re-install windows.
When I go to Start the All Programs Menu has gone and in the "search programs and Files box I get AQAQAQAQ.This also appears when trying to type in a URL..
Cd drive...Can not install programs from cd's
I am Absolutely lost and ask for help re this problem as I currently have a useless computer.
