My B450M-HDV R4.0 with Ryzen 3 4100 won't boot if ATX12v1 isn't connected. When I have only the x24 ATX connected the cpu fans spin but it won't boot. Is the ATX12v1 required for this mobo?

Yes, the 12v 4 or 8 pin connector provides power to the CPU. It is provided separately
from the 24pin connector for stability purposes. All the power used by the board other than the CPU is handled by the 24 pin connector, PCIe power, USB power, all of it. If the CPU also got it's power from the 24pin it would be subjected to spikes and dips in power and become unstable. This has been the trend for a long time now.
