The specs for H110TM-ITX say "1 x PCI Express 3.0 x4 Slot" while the H110 chipset specs say that it supports only PCIe 2.0. Does the H110TM-ITX motherboard truly support PCI Express 3.0? This would certainly affect throughput for newer SSDs.

That is in reference to the 6 PCIe lanes provided by the PCH (chipset) itself. The CPU provides the PCIe 3.0 lanes.
