The user manual for the Asrock DeskMeet X600 (X600-ITX) says:
"PCIE1 (PCIe 4.0 x16 slot) is used for PCIe x16 lane width graphics cards."
Is it really true that the only PCIe slot on this board is only meant for a GPU?
A non-graphics card would not work in the PCIe1 slot?
My plan is to use it for a very fast (25 Gbit) network card while using the internal GPU of a Ryzen 8700GE.
I realize this is a rather new board so there won't be many owners out there yet, but can anyone confirm this?

It will work. It just a marketing text.

No way a pcie slot would accept only certain type of devices. No such case.
asrock b650m/hdv.m2, ryzen 7700x@85watt
