The AsRock Fatal1ty E3V5 Performance Gaming/OC offers a DDR4 Non-Z OC, but can I use a RAM-Kit with 2800Mhz although the Xeon E3-1230 V5 only supports DDR4-2133Mhz. Thank you.

It's possible, but 1. Don't press for 2800Mhz as that ain't gonna happen more than likely, 2. You might want to before buying search Google, the mem manufacturers online compatibility tool, and the ASRock Memory QVL to be 100% sure that 2800Mhz kit you have might/will/will not function.

If you check the Overview page of your board, and look closely at the DDR4 Non-Z OC feature description, you'll find that you don't have direct access to the memory speed setting. You are given three options, Comfort, Sport, and Sport+. Comfort is no doubt the default, 2133 speed of most DDR4 memory. Sport+ might be the XMP profile setting of the memory, which would be the maximum advertised speed of the memory, but I'm not certain if that is true or not.

The board's manual includes the DRAM frequency option, but that is limited to the maximum memory speed of the processor's memory controller.

Any memory speed above 2133 is a memory over clock for all Skylake processors, and not guaranteed to work. A successful memory OC depends upon the model of memory and the capacity being used. Larger capacities (32 - 64GB) are more difficult to OC higher. If the memory is ECC type, an OC is impossible.
