To answer your questions:

1. Yes it is normal for a wired mouse connected to any USB port to have power supplied to it. That is to allow starting the PC with the mouse or keyboard, and to charge cell phones and other devices while the PC is shutdown.

You can try the following to turn off power from the USB ports, but I can't test it myself since I don't have a mouse with extra LEDs or a visible tracking LED. In the UEFI/BIOS, Advanced, Chipset Configuration screen, scroll down and find the Deep Sleep option. Set it to S5 from the default Disabled.

2. No loss of SSD performance at all with Legacy booting of an NVMe SSD. UEFI fully enabled is only applicable to the pre-OS environment. What you did was either by your choice or by chance, selected the entry for your Windows 10 installation media in the boot order that had the prefix, "UEFI:" before the device name. That is enough to signal the Windows 10 installer to use the EFI bootloader and to partition the SSD as GPT.

3. I have the same board as you, and a 960 EVO as the OS drive, fully UEFI enabled, and I have never seen underscore '_' cursor when the PC starts. I would not worry about it at all, probably a side affect of the way you installed Windows 10 in semi-Legacy mode.

4. No difference between the two LAN ports, use either one.
