USB Problem on H110M-HDV

   hai all , to the point , idk is there another setting USB again in this motherboard , 

1. instalation progress at name that computer my keyboard and mouse not work but i restart and come to bios is working perfectly   - solved change in boot setting , turn off numeric if i on again it not work

2. i think its clear if my mouse and keyboard work as usual , but the problem is here , 
i want instal program/software from my HDD external , but that windows not read it same as my flashdisk , i think about it why my flashdisk cannot be read after instalations complete , and work as usual if i want instal OS , its fresh instalations 

questions is : why my any usb port 2/3 cant read any device like my hdd ext , flashdisk ?? is there any other solution except remove and pair that hardware( HDD int , processor , ram , cmos battery ) and i also default that bios setting again , even i always change date in bios( coz if i default that date back to 2016 , that was i think is that the problem but it not ) ??
i hope there is a solution here
