I'm not super techy, so you might have to dumb down some stuff.
I did look in the bios and didn't see anything obvious. I was also looking for the option to turn the LEDs off when the computer is off as mentioned in other posts, but didn't see that either. I haven't flashed the bios b/c everything else is fine.

First, Intel only officially supports Windows 10 on a Z270/Kaby Lake mother board and processor system. The specifications include this information, at the very bottom in the OS section. That is an Intel and Microsoft thing, not ASRock. Odd behavior like your shutdown problem can be related to this, unfortunately.

Did you install Windows 8.1 from scratch for this PC? A fresh, new Windows installation?

How did you install the basic drivers/software? From the disk supplied with the board, or manually with drivers you downloaded yourself? Or mostly Windows supplied drivers?

What UEFI/BIOS version are you using, that came with the board?

Which SATA port did you use for the SSD/OS drive, the Intel or ASMedia?

Have you changed any of the UEFI/BIOS options from their default settings? Are you using the UEFI in EZ Mode, or Advanced Mode?

No mention of what the video source is, video card or Intel iGPU.  Assuming the Intel iGPU, the latest, non-Beta Intel graphics driver compatible with your CPU's graphics can be found here:

There are multiple, non-Beta Intel graphics drivers for your CPU, as well as the one included on your board's download page.

I have this board and use Windows 10, and don't have the shutdown or UEFI display problem that you do. My only point here is, those issues are not common or known to happen with this board.

What are you using for a monitor, and what type of connection do you use, D-SUB, HDMI, or DisplayPort? If you can't see the entire UEFI screen by default, that usually happens with TVs. Or, have you configured the resolution of the Intel graphics to match the resolution of your display?

I'm not sure which LEDs you want to turn off, the RGB LEDs on the board itself, or the LEDs on USB devices? If it's the RGB LEDs, in the UEFI/BIOS, Tools section, find the RGB settings screen, where you can disable them when the PC is shutdown. If it is the LEDs on USB devices, in the UEFI, Chipset Configuration screen, find the Deep Sleep option, and set it to S5. That may not work in all cases, power to the USB ports when the PC is shutdown is considered a feature, for charging devices like cell phones when the PC is shutdown. It also allows the PC to by turned on by the keyboard or mouse.
