I have been getting my parts together to upgrade my asrock Z87 Formula OC 1150 socket I7 4770K with a Z270 tiachi motherboard w I7 7700k this like my 25th build Im no pro but I know pretty much have an idea what I am doing (not everything but enough to build a system. and I never ran into this everything has been replace everything hooked I hit the power button the fans/lights on the case start working even the lights on the side of my evga 1070 lights up but GPU and fans dont work and my cooler master self contained cpu cooler wont work no lights no fans, on-board RGB light works. DR Debug is saying 00 reseated the cpu made sure all; was grounded but nothing changes put in my old mobo and cpu and everything works fine *on the new board I added a Samsung M.2 960 EVO NVMe in or out it didnt make a difference Im thinking I got a bad board first bad asrock after 15 asrock builds. can I get some thoughts? does it sound like the MOBO.  could it be a brand new CPU or Ram (I switched sticks on my new corsair vengeance LED  3200  sdram) . some more experienced thoughts would be appreciated 
BTW I already sent the mobo back via RMA

What is your power supply? Is it new? Both mother board cables properly seated?

coolermaster 1000 watt works great with old mobo so I believe it is ok but crossed my mind so I double checked I stripped itr down to bare min Disconnected GPU and all drives to elimate one of them being the issue I always thought a bad CPU would make it not turn on after some reading I guess that isnt the case it has got to be MOBO or CPU I just hope its the MOBO I purchased each piece one at a time as I had the money which means if it is a bad cpu Ill have to get a RMA  from intel. never dealt with intel support Im somewhat afraid of what type of support they have' not everyone has support like Ruger or newegg

If the CPU was bad, the board would still start but you would get the 00 Dr Debug/POST code.

Strange the CPU cooler fans don't spin up, are they connected to the board or the CPU cooler itself, not sure what model you have. The CPU cooler's pump is connected to what, the board or directly to the PSU?

Fans on a modern EVGA GPU won't spin up until it reaches a certain temperature, at least 50C.

It seems as if 12V power is not reaching the board.

Reluctant to ask, but is the 4/8 pin CPU power cable connected to the board? You would get the 00 POST code in that case too.

No bent pins in the CPU socket?

Given what I have heard, Intel's support is very good, they ship new processors quickly. But a bad CPU is very rare.

Parsec I had planned on sending you a message telling you how great everything worked, guess that will be later down the road. the cpu cooler and fans are all connected to the MOBO I put my old system back in to check the PSU. GPU , ect and it worked fine. I have a 4/8 Mine is an 8 prong My PSU had removable rails and on my old board I used a rail with 2- 4 prong connectors so I hooked up both like I did with my old MOBO  I have considered bread board post and about a million other things I could have tried I should have the new MOBO back on Thursday or friday. the only time I ever had a bad cpu was when I build my first AMD sysdtem and I learned you dont seat a cpu with a hammer', Finesse is a much better tool so I also belive a bad cpu is very rare, I would think my wife found the receipt and took out her revenge on it before it would be a bad cpu
