Just got my new Asrock x370 killer sli/ac, i see in the QVL list that the model CMD32GX4M4B3000C15  is compatible; as i really don't need 32gb of ram, would CMD16GX4M2B3000C15 be ok to run at 3000mhz too?

i mean, it should be the same ram, only 2x8 instead of 4x8

It's mostly a crapshoot still. The only way to know is to put the sticks in and see what you can get it to boot at, or buy some of the certified RAM such as the G.Skill Flare X. They could be using different memory chips on each set, and the Samsung's work better than the SK Hynix modules. The BIOS updates have mostly been improving support so they very well could work. I know the Team Vulcan sticks I have were not on the QVL list, but after the AGESA 1.06 update, they run at the rated 2666 and I was able to get the timings down to 14-14-14-30.
