ASRock is aware of the issue and are working on a fix, keep an eye on your product page for a BIOS update, it may take a little while but I have been assured the issue will be resolved

Have you checked in GPUz to see how much RAM is being shared in OS? It could be set dynamically like it has been in the past on some platforms. If it is dynamic the amount of vRAM should be listed in GPUz as the maximum supported by the platform (2gb?) if not, try running the GPUz fur test and see if it increases.
If not, I will look into it with ASRock

My manual also says that there is an option "Share memory" in North Bridge but I cant see

no i stand corrected page 52 section 4,4,2 (northbridge)

no manual in front of me but
seeing as the new cpu is based on ryzen platform and the soc or uncore as amd want to call it is all seperate from the b350 then wont it not be anything to do with northbridge now ? i recall reading something about north bridge only feeding the b350 chipset for the usb/satas etc |
