Ryzen 7 1700 stuck at 1.5GHz on default settings

   Hi,

I recently built a new AMD Ryzen 7 1700 machine with the ASRock AB350M Pro4 MicroATX motherboard.
No matter what I do the clock multiplier is stuck at 15.5 (reported by CPU-Z) and the frequency is around 1546MHz. The processor under-performs in all benchmarks by a factor of 2-3 compared to other same configurations.
I'm using the Cooler Master Hyper 212 EVO as a CPU cooler and the temperatures stay always below 35°C, so I don't think it's related to thermal throttling.

I've tried almost all the combinations of:
Installing the motherboard drivers
Installing Ryzen drivers and enabling the Ryzen power state
Using the high performance power state
Enabling/disabling AMD quiet&cool
Enabling/disabling AMD C6 state
Using automatic CPU clock settings
Setting manual overclock of 3.0, 3.2 and 3.7GHz
Updating the bios to the latest version P3.10
Resetting the BIOS CMOS with jumper and removing the battery
	Note: The CMOS reset works and clears the BIOS settings
Installing/uninstalling Ryzen Master
Nothing I have tried has got any progress and even after multiple resets the CPU is still stuck at around 1.5GHz. I don't even need to overclock the processor necessarily: I would be happy with the base of 3GHz for now!

While troubleshooting I found that many other people share this kind of issue, but only when overclocking. For me the problem persist even when I disable all overclocking related settings and use the UEFI defaults.

CPU: AMD Ryzen 7 1700
Motherboard: ASRock AB350M Pro4 MicroATX
PSU: EVGA SuperNOVA 750 G3
Operating System & Version: Windows 10 Pro

	As I mentioned in the first post, I know other people had the same kind of problem when overclocking. I also have tried to apply the relevant troubleshooting steps described in the threads here with no use.

	right it seems listed problems and solutions are thermal throttling (you should be ok) buggy bios in relation to voltages and ryzen crapping itself solution for you ? try either bios version 3 or bios version 2.5 please remember to reset all bios back to stock/default first and perform the flash in bios NOT windows

	I tried to downgrade the bios to 2.5 and same problem... Next up: Reinstalling windows and then changing the motherboard!

	Check the CPU for bent pins, it looks like you have largely ruled out software/drivers/UEFI. It sounds to me like either the CPU isn't properly seated or there a is a bent pin (or more). Check carefully for any missing/bent pins, missing pins can be hard to spot. If the pins are fine then reseat the CPU and make sure it is properly secured. Also check for any thermal paste overflow that could be shorting components on the board/CPU (if the thermal paste is conductive or capacitive). Let us know how it goes.

	could it be a dodgy temp sender on cpu or board causing thermal throttle when theres no need ?

	It could be something like a loose VRM heatsink but 1500mhz is very specific. Thermal throttling wouldn't likely be stuck to a set frequency unless the sensor was stuck at a specific value (possible I guess). My money is on either bent pin/s, thermal compound spill or a faulty socket. On most (all?) CPUs you can usually pin mod to change a wide variety of things ranging from voltage, dual channel memory (force single channel) to BCLK and multiplier. A bent pin or otherwise poor connection could easily account for a fixed 15x multiplier. It is definitely worth checking the VRM heatsinks to make sure they are properly fitted and making proper contact with the VRMs. I don't think that is the cause but worth checking none the less.

	im guessing here as much as anyone because its a strange fault but the internet has one option for this stuck speed being thermal throttle it seems this 1550mhz is ryzens 'pullback' speed hence why i suggested it might be something to do with this mate

	Thanks everyone for the help! I haven't been online since I tore down the computer to try to fix it. I grabbed the fastest to get Micro-ATX AM4 motherboard I could find (ASUS PRIME B350M-A) and switched to that. There was also a tiny bit of thermal paste spillage potentially reaching one pin, but I guess it's more likely that the ASRock motherboard was faulty. Anyway after getting the build running again it reached 3.0GHz and the benchmarks match the baseline!
