Oh I see, it may be related to using a TV. Yes, I was hooked up to my Sony TV via a Yamaha receiver, both around 7-8 years old, as they were most conveniently available where I was testing the system. Since my post I've found people mention Intel integrated graphics and some poor HDCP implementation.

Works fine with the nVidia graphics.

Fast boot is disabled by default from what I can see, and I haven't changed it.

Intel seem to put all responsibility on the motherboard vendor for these issues.

Is this something Asrock has fixed in the past, or will I just have to live with it?

Yes this is a good place to report problems like this. As well as report it to ASRock's technical support:

This is the first report of anything like this with any ASRock Z370 board.

Usually no apparent video signal until the OS boots occurs when using a TV as a monitor, via HDMI.

What are you using as a monitor?

Did you select the integrated graphics with the Primary Graphics Adapter option in the Chipset Configuration screen, when only using the iGPU?

Are you using the Fast Boot option?
