Asrock B250m Pro4 problems?

Hi my b250 pro4 is having odd problems.

I cannot install win10 or win7 due to BSOD.

They are mostly KMODE_EXCEPTION_NOT_HANDLED and SYSTEM_SERVICE_EXCEPTION pointing to wimfsf.sys. exact same happens on 3 different formatted drives. I removed the gpu and it happens, only use 1 stick of RAM and it happens.

Is this a motherboard fault? On the off chance it does make it past the initial install, it bluescreens on restart with CRITICAL_PROCESS_DIED creating a broken copy of windows, forcing me to format.

Specs are

CPU: i5-7500
Mobo: asrock b250m pro4
RAM: ripjaws v ddr4 2400mhz
GPU: EVGA GTX 950 FTW 2GB
PSU: Corsair CX750M
OS: Win10 x64

my bios is up to date with the website. Im honeslty not sure what to do any help would be appreciated.
Also computer isn't connected to the internet
