x670e PG Lightning and PCIe 4.0 GPU Issues

Hello all,

Been struggling to figure out what's going on with this new build I put together. I think I have it narrowed down to the PCIE 1 Slot and originally thought it was a hardware defect but the more I dig in the more I think it's BIOS or software related.

Explains what I'm facing almost to a tee. Only difference being that I am able to boot reliably - it's just a huge stuttery/laggy mess trying to open Edge or open File Explorer. Get Visual Artifacting and also sound pops.

Using a PCIe 3 GPU (Nvidia 1070) - the PCIe 1 Slot with default BIOS (PCIe x16 Link Speed: Auto) - everything works as expected.

Using a PCIe 4 GPU (Nvidia 3080 FE) - the PCIe 1 Slot with default BIOS (PCIe x16 Link Speed: Auto) - random shut offs, stuttering, unusable.

Using a PCIe 4 GPU (Nvidia 4070 Super) - the PCIe 1 Slot with default BIOS (PCIe x16 Link Speed: Auto) - random shut offs, stuttering, unusable.

Using a PCIe 4 GPU (4070 Super and 3080 FE) - the PCIe 1 Slot with PCIe x16 Link Speed set to Gen 3 - works as expected and no stuttering/shut offs/issues.

CPU: Ryzen 7950x3D

GPU: 3080 FE / 4070 Super (Updated Drivers / also wiped with DDU and reinstall)

Motherboard: ASRock x670e PG Lightning (Updated BIOS - running 3.08)

Memory: CORSAIR Vengeance DDR5 32GB (2x16GB) DDR5 6000MHz CL30 (on QVL)

M2_1 and M2_4 both being used - Solidigm P44 Pro

Using PCIe 3 slot works flawlessly with default settings.

Have tried disabling fTPM with no success.

Have tried setting Nvidia 3D Power Management mode to Prefer maximum performance with no success.

Reinstall Windows numerous times and driver reinstalls numerous times with no success.

Any ideas here? I've read almost every explanation from MB BIOS Version being out of date, GPU vBIOS being out of date, CPU being defective, PSU not delivering enough power, etc, etc.

Thanks for this, fingers crossed mine doesn't have any issues.

Read it's a mix of a bad board, bad CPU or bad bios.

For what it's worth - ASRock Support sent their screenshot of the same CPU/Motherboard/GPU working together and delivering full Gen4 Speeds. They recommended RMAing the board.

I also read the similar stories in that it can be the Motherboard or CPU and so I decided to pay $50 to have Microcenter Diagnose it and flip around some parts to test with. They flipped the CPU to a 7600 and booted everything up and it started running just fine at x16 Gen 4.0 speeds.

Because of this I'm starting down the path of RMAing the CPU first and hoping that a new 7950x3D will "just work" with the same board. Will try to remember to come back and post here when I find out more.

Hey, I'm currently having a similar issue. I have Ryzen 7950x plugged into X670 PG Lightning. Corsair RM1000e powers the system. Everything worked well until I plugged my old Nvidia GTX 1660 Super GPU to Gen5 PCIe x16 slot. No error, system boots without any issue but can't open apps that rely on GPU. Can't open Nvidia Control Panel. I can install GPU drivers but GeForce Experience app isn't working properly. However, when I tried plugging the GPU into Gen4 PCIe x16 slot everything worked well without any issue. I installed GPU Driver, opened Nvidia Control Panel and did a GPU benchmark. All worked fine with Gen4 x16 PCIe. I already contacted the seller but I'm not certain about what to do. I couldn't get a tech support from distributor yet. I'm still on it.

AMD accepted my RMA for the 7950x3D and the new one arrived. Installed the new one and everything is working as expected now so in my case it was a defective CPU.
