This is definitely the solution.
Ran into this with my new X370 Killer SLI and R5 1600 setup for an HTPC.
Didn't have this problem on my X370 Fatality K4 board and R7 1700 setup though.

Also, anyone else notice in Windows task manager the CPU clockspeed does not stay constant at whatever you set even with variable options turned off?
I have my 1700 set to 3.85GHz and it varies up and down from 3.5ish to the set 3.85GHz. Same with the 1600 chip. There's no fixed clockspeed setting.

I have windows set to High Performance mode not balanced, and also in the BIOS have all states turned off.

I had the same problem, solved by overcloking with offsets instead of fixed voltage.
Try setting your processor to default voltage (1.18750) and then add via core voltage (offset).

I'm leaving the settings for future reference. I bet I won't be the only one facing this bug:

1. The settings in OC Tweaker are set to Auto, except I only changed CPU LLC and VDDCR_SOC LLC to Level 3.
2. I disabled C6 Mode, Cool 'n' Quiet, C-State Control, Core Performance Boost.
3. I set P-State 0 (FID=96 - 3750 MHz, DID=8 and VID=20 - 1,35 V).

That CPU usage graph looks strange. It says 1.35GHz but your CPUs are loading only about 35%. 1.35 / 3.75 =0.36, so I feel I'm onto something. Try using a different CPU monitoring program like HWINFO64 to see what your CPU is really doing. I wouldn't trust task manager from that picture, at all. A full CPU load like P95 should not only load each core to 35%.

I'm currently on P3.30. That 3,79 GHz OC was done on it too, I think. I'm not 100% sure, tho.

Maybe I could flash it again, to P3.20 version for example? What do you think?

Did you update the UEFI recently? There have been bugs with some of the newer AGESA revisions that caused issues with overclocking on certain configs. I am still on v3.0 on my Taichi because it's stable for me and 3.2 was not able to OC my CPU as high as 3.0. I may try the latest update at some point but my system is stable at 3.9ghz at 1.3v so I don't feel the need.
