Z270 Extreme4 PCI-Express Slot 2 not working |

I recently purchased a ASRock Z270 Extreme4 motherboard for my new build. After building, I found that when the Radeon RX 570 was inserted into PCI-Express slot #2 (the top-most x16 slot), the board did not recognize any device as being plugged in. I used the on-board video and confirmed in UEFI. In the UEFI, the system browser did not show anything as being plugged into that slot. I know the card works, as I was able to insert it into slot #4 (the middle x16 slot) and it worked.
Is this a problem with the board? The firmware? Is this by design? Any help is appreciated.
