HELP!!! X370 Taichi has so many issues

Hi everyone, sorry for my limited English.

I have couple problems with x370 taichi and i hope for help.

1/ Mouse and keyboard LED is on even my PC turned off.

2/ - I set the OC setting in bios.
    - Turn off the computer.
    - Unplug PSU/turn off the switch on PSU.
    - Plug in/turn on the switch and reboot=> THE CPU RUN AT BASE CLOCK OR VERY LOW SPEED ~1.5GHz.

I'm so frustrated these day and searching for solutions on internet but no clue.
Once again, sorry for my bad English but hope someone can help.

Ryzen 5 1600
X370 Taichi
Adata 16Gb
GTX 1060 3Gb

I'll answer your second question, try to disable Cool&Quiet in bios, if this still not help, try reset your BIOS, good luck.

Pretty sure that's because his Windows power plan is set to the default Balanced mode.  Install the chipset drivers and use the Ryzen Balanced plan, or edit the current one's Minimum Processor State to 80 or 90.

BIOS 3.20 fixed this for me - at least the keyboard+mouse powered on even when computer is off. That was annoying as you'd have to turn off the power supply completely.

you have the cpu from a batch with a small fault called or nicknamed the 'multi-bug'

download beta bios 3.2a from jzelectronics in germany he is a board partner

this specifically deals with the multi bug problem
