X370 TAICHI BOOT NO CPU |

I am trying to test whether my mobo is broken but I do not want to go through the process yet of installing a new CPU. Right now I would like to see if the fans and Dr. Debug turn on if I hook up a power supply to my ASROCK x370 taichi, plug in the 12V power connector to the board, plug in the ATX power connector to the board, and attach the POWER SW cables.
Doing those steps above however, all, I see are the blue lights blinking on the board but no DR DEBUG LED and no fans fire on. Is it accurate to assume the board is dead then or do I need to plug in other wires to mobo to test properly?

to be honest
i cant see the point of testing to see if a board is broken and not installing a cpu and ram im not even sure if the taichi can show debug leds without any ram and cpu anyway |
