F stream utility is a mess on windows?

Hello, I have this weird issue since I changed case and cpu cooler.  F stream utility has been doing random stuff. Besides lack of levels ( only 4 levels for fans) and lack of profiles now its removing levels on the curve? I usually set my cpu fan to 4 levels but yesterday I was only able to set 2 levels only. I only noticed after playing a game that my cpu fan was running at max speed and when I changed back to the program there were only 2 levels on the cpu fan instead of the usual 4 .

The bios profile is set to silent and I uninstalled the program but still have the issue. Only 2 levels on the fan utility. And the cpu is not hot , I have a cryorig h5 ultimate and the cpu temp is about 28C on idle and 50C on load however fans crank to the max without the f stream utiliy and the f stream utility only lets me set up 2 levels which is just too little.

Anyone else having issues with the utility?
