does anyone know if the board maximum is  1.5a draw, or, if that is per individual cpu-waterpump fan output?

wicuttreesllc, see your manual page 4: 
* The CPU Optional/Water Pump Fan supports the water cooler
fan of maximum 1.5A (18W) fan power.
I think the others are 1.0 Amps.  Enjoy, John.
