I am about to build an HTPC but I want to make sure all stability issues have been resolved before proceeding. Does BIOS L4.51 fix all outstanding issues (including the Intel Wi-Fi and M.2 PCIe ones) for the Ryzen 5 2400G on the ASRock Fatal1ty AB350 Gaming-ITX/ac?

L4.51 should be almost identical to P4.50 in all respects save the fix for Wifi and M.2 issues present in P4.50.
Beta BIOS naming is deliberate L3.41 would be based on a P3.40 BIOS revision for example. Only when a Beta is labeled with a different number than the previous versions entirely is it actually a new BIOS. We saw this with early Kaby Lake supporting beta BIOS updates. In these cases the release version is likely very close to release but the beta is made available for reviewers and enthusiasts getting a new generation of CPU earlier than the public. I hope that clarifies things for you. This is the same across most manufacturers I am aware of.

Thank you for taking the time to provide me perspective on the differences between BIOS releases on stable and beta channels, since it is actually not what most people would expect. I am actually intimately familiar with that, though, as a computer engineering graduate, but I am greatly appreciative to see you were willing to go above and beyond to ensure my understanding.
Back to my original question, let me rephrase it a bit, if I may: skimming over the forum post history, disregarding the typical user errors I believe to be seeing in the forum with this BIOS release (e.g. users installing outdated drivers or installing drivers in the wrong order, such as the graphics before the chipset), have you seen any actual issues stemming from the BIOS itself in L4.51? That is a tough question to answer, there are so many factors at play (you noted a few on the software side).
The only way to know for certain is in the case of users that had no issues prior to updating to the BIOS in question that then developed issues after updating. Even then, the issues could be specific to their hardware/software configuration. As a general rule, new CPU generations typically take some time to mature. This is what Wardog was alluding to. Raven Ridge may be based on Summit Ridge but it has still been rather extensively re-engineered. One of the CCXs has been removed and replaced with Vega Graphics, this means that there have to be changes in how the "infinity fabric" works with Raven Ridge (one example). Doing due diligence and researching before taking the plunge into a platform is commendable but one must also bare in mind that when that platform is new, there will be a lot of unknowns. In the end, the kinks will be ironed out but the question for any prospective buyer is, will they be ironed out before they negatively effect your productivity. Early adoption comes at a cost, if you are unwilling to pay it then look at a more mature platform. If you are willing to ride out some issues and bugs to get into a platform early then go for it. Most issues with Raven Ridge will be common across all manufacturers with a few minor exceptions.

Thank you. I just received a series of responses on Reddit which have been overwhelmingly positive. The answer is yes, 4.51 has been very much stable and bug-free for many people, including resolving the widely known ASRock-only issue with Intel Wi-Fi. I hope this post is helpful to others who come here looking for answers as I did and who may have older BIOS versions.
