Dear Looms,

Greetings, this is ASRock TSD.

If your system cannot detect USB ISO drive, please make sure it is a bootable device firstly.

Then please follow below steps to install Windows 10 OS on this board.

Step1: Press F11 during POST and then select the boot drive for Windows 10 OS.
Step2: Start installing Windows 10 OS.
Step3: Waiting the process.

Note: Windows 10 RS2 is recommended for X399 platform.

Thanks!

All the best,
ASRock TSD

How did you create your install medium?

Microsoft's tool is typically the quickest and easiest way to set up a bootable install medium.
