I'm having an issue where my 8700k does not boost to its max 4.7ghz frequency in single core applications. A similar issue can be found here:

The solution there did not work for me.

So an easy way to reproduce the problem is to put the pc in high performance mode and idle at the desktop and watch the frequency. I actually was able to see a 47x multiplier using hwinfo, but only on a certain bios version, and only before I installed any updates in Windows. After I installed the latest bios for my motherboard, 1.90, I could no longer reach a 47x multiplier at the desktop, even before installing any Windows updates.

This problem persists in Windows7, 10, and also in Linux. None can reach 47x.

That said, in actual single core benchmarks, I do not see any multipliers higher than 45x, so even 46x is unachievable in real world results. I can only achieve a 46x multiplier at the desktop with nothing else happening.

I emailed asrock support about this and their solution was to disable the power limits which I did, but it did not help.

I've tried simply manually setting the multiplier to 47x on all cores for an overclock, but it is not stable because the voltage drops dramatically under load, even with LLC enabled. At this point I just want to the stock frequencies to work properly.

Since there are very few Single threading applications and the way OS works today it will be hard to test the CPU to see if a Single core will run at 4.7 while the rest run at much less unless you disable all Cores but ONE in the BIOS. If in Windows you set the Power Options to "save power reducing performance" it will set the cores to run at 800Mhz which is its lowest multiplier, until it needs more, and will adjust the cores as needed.  If you set Windows Power Options to Perfomance then all cores will run at 4.3Ghz if all 6 are enabled. In theory you should see 4.7Ghz if only 1 core is enabled but have never tried it !. I suggest you run with Balanced Power Saving or Perfomance mode and forget trying to see a single core run at 4.7Ghz and just make sure they all run at 4.3Ghz when needed.  Just my opinion :)

I've tried enabling just one core before but then it wouldn't boost at all.

The fact that it is possible to get it to boost to 4.7 while idling at the desktop in performance mode would suggest that there's some combination of software/hardware that works properly. However, it seems either a bios update or a series of Windows updates has made it such that it will not do even that anymore. Although I'm leaning towards it being a motherboard problem because the same issue happens in Linux in performance mode as well.
