GTX 1080
2k 144hz monitor
16GB RAM 2400mhz
960 EVO M.2 SSD
Win 10 Pro

OK Ive been getting lower fps across all games for about a month now. I used to get a full 300fps on epic settings in Overwatch, but now its down to 180 and jumping all over the place..Even on lowest settings it'll drop down to 220 whereas normally, the fps counter would be stuck on 300. Quake Champions is having the same issue-- I used to be at 300 with minor drops to 280 on High settings, but now im bouncing all around the lower 200's on lowest settings... ...Even CSGO im getting 280 fps(!), and even less when someones drops a smoke. So something is definitely wrong and ive tried all of the common fixes like: Rolling back video drivers and Bios versions....ive tried with and without IME fix....tried reinstalling windows multiple times...tested RAM for issues...tried reseating RAM...ran defaults in bios...tried using only the drivers provided through asrock support page...Nothing. 

Also, I started getting audio/video desyncing on all video streaming ie twitch, youtube, etc the same time I started having fps issues, so I know theyre both being affected by the same thing.

Also, benchmarks are proving that there's something wrong-- My scores are much lower now than benchmarks I took months ago (In Passmark) 7120 --> 7930.

Temperatures are not an issue as my CPU is delidded and not going above 60c. Plenty of cooling going on..

So im stumped. I think it would be CPU related and a buddy has told me that I could have chipset issues, which I cannot find any info on for this mobo, so that's why I came here. Which chipset driver/verison should I be using? I open Device Manager and it shows a driver for a Xeon(R) E3 5th gen PCIe controller...and also a bunch of drivers for "Intel 200 series chipset"....wtf?? I right click to update driver and it says I have the latest installed.. This is the chipset driver that was provided on asrock support page....??

Let me know and I can upload any pics of any info needed...I really dont know what could be causing me to get this low of fps in games now...Im getting the performance of a GTX 1060 6gb which I previously owned... help me!

Ok so the game is online multi player and you also see online streaming of movies,etc with lower frames/stutter.
Sounds like an internet related issue. Download Passmark 9 (free benchmark) and run it. Is less than 250Mb.

Then you can compare your CPU, RAM, 2D and 3D scores with other similar CPU and Video card tests. That will tell you if your machine is performing about where it should be on the local level.
You can run http://www.speedtest.net/ to check your internet, choose two diff servers as things can vary.

With the newest Intel Chipset INF, in Device manager under System for Z370 and 8000 cpu you should see something like:
8th Gen Intel(R) Core(TM) Host Bridge/DRAM Registers
a few: Intel(R) PCI Express Root Port #
Intel(R) 300 Series Chipset Family LPC Controller (Z370)
Intel(R) Xeon(R) E3 - 1200/1500 v5/6th Gen Intel(R) Core(TM) PCIe Controller (x16) plus a bunch odd stuff.
Note: Just because you may not see those exactly as listed does not mean that things are not running proper, Chipset INF are just identifiers and not true drivers.

Let us know what your Passmark and Inet Speedtest show

no lower frames or stutter in videos..just audio/video desyncing...Internet is fine-- I test it all the time. I get 110/10 down/up.

I dont see anything in system devices with "z370" or "8th gen", or Intel 300 series" which is why I was wondering if Asrock is behind on updating their support page of this board or something...maybe causing some compatability issue.. though im pretty sure I tried using the Windows10 auto-updates chipset drivers and those werent fixing the issue either..

I just ran a passmark benchmark and it is indeed a much lower score than my previous run months ago. 7930-->7128 

Running a Passmark benchmark shows that I scored well above the average and very often, in the 90% percentile or above.....EXCEPT in the 2D benchmarks.
For my 2D score, my system did the worst (54th percentile) in Complex Vectors, and in Windows Interface (65th percentile). Everything else I scored in the high 90's. What could this mean?

Which component of my PC renders 2D graphics, and why would it only be doing bad in Complex Vectors and Windows Interface tests? Perhaps this is what is causing my fps to drop..

here are the scores (if they are of any use): 

Overall: 7128
CPU: 15699
3D: 15832
2D: 983
Memory: 3600
Disk: 15821

You did not include pics of your Passmark results or the Speedtest results. I would send everything back on RMA because it is Aprils Fools day ;p

I have posted my results in the last post...and my internet is fine. I dont know where you got that I was getting stutters in video. It's audio/video desyncing.
