No matter what settings are chosen, the cooler remains at full speed, anyone happened across this before?

Not my system so I won`t put it in sig, just list it here.
ASRock B350 HDV
Bios is 4.40  ( I reckon this will be the issue myself)
2200g with stock Wraith
Win 10  home 64  Fresh ISO  1709.226
IBM  520GB  SSD
Corsair  Vengeance LPX 3200, 2 x 8GB ( on QVL) running at 2933
PSU is Pico 160  watt with  150 brick
Case is a modded Qubz, running with lid off at present.

Cooler is plugged correctly into CPU 4 pin header.   2200 and  wraith are only days old, so new.

just checked your mobo tech stuffs and cpu_fan1 supports only 4 pin connectors, when used with 3pin connector, it will run at full speed
i dont have your cooler so dunno if its 3pin or 4pin
if its 4 pin, some cable might be broken so it fails to detect
try dc mode, if nothing helps, ull need 4pin cooler

It is a 4 pin cooler, it is the stock Wraith and new so doubt it is "broken"

Try a UEFI reset by jumper, if it does no solve the problem try another fan header like Chassis 1/2 if same problem, most likely the fan has a problem, if it works the motherboard has a problem with that header

Also UEFI 4.40 had numerous problems and bugs, the latest version for that motherboard is 4.70 keeping in mind this is a system with a Raven Ridge the upgrade will be more than welcomed.
Try with latest UEFI and report back, before upgrading make sure you reset UEFI to defaults by interface or by jumper

Try it on one of the other fan headers and see if it adjusts there. If it does, something is up with the header, if not, try another fan on it and see if that works. We saw this issue a while back on the intel 100 series where the fan controller didn't like certain, older, intel stock coolers (particular fan brand). It worked fine with the newer models but would spin up at full speed on the older ones. I don't believe it ever got a fix, it was simply not compatible. I doubt that is the case with the Wraith cooler but worth noting.

Kerberos_20 is right about a bad connection being a possible cause too. I have often had fans with bad solder joints, brand new name brand ones. A bit too much rattling in the box is all it takes to potentially dislodge a solder joint.

All points notes, thanks... I have adised that the UEFI be updated to BIOS 4.70, see if that does it, if not then start exploring fan and connections etc.
