Memory issues X99 OC Formula/3.1

I have an X99 OC Formula/3.1 with an i7-5930k and a 4x8gb set of G.Skill DDR4 (F4-3200C14Q-32GTZ).

My issue is this: I've tried moving the RAM around, I've RMAd the motherboard, the RAM, and even the processor. No matter what I do, Windows never sees 32gb. nor does the BIOS. It always sees blot B1 as empty. CPU-Z, however, reports 32GB and 4 slots in use. I'm running the latest 3.8 bios. What am I missing here? I've tried running the RAM at it's native 3200, and at 2133. There have been times where the system only sees 1 stick. Anyone else have this issue with this chipset?

That ram is not on the Asrock QVL list but still should work at 2133Mhz.
A few possible causes: you are overclocking the CPU to the point the on chip memory controller cannot work properly. The cpu is not seated proper or bent pins in the cpu socket. The ram is not properly seated.
I suggest resetting the BIOS, do not change any settings and see if all the ram is recognized.
