So, as it says in the topic name, when I disable Cool'n'Quiet, my Ryzen 3 1200 won't OC. Windows will just say it's running at 3100 MHz (3.1 GHz). If I enable that option, it will show the manual clock I've set (3.9 GHz in my case). I'm on v3.40 bios. Can someone help me out? I want Cool'n'Quiet disabled.

So you want stable OC (all the time computer is on will be max oc). Isn't it?

Ok. Cool'n Quiet may be disabled.
Check the power plan at Windows (min / max cpu usage) to not be counter the BIOS OC.
At bios, core performance boost must be enabled.
And at BIOS, type you oc frequency / voltage.
