Z270 Extreme 4 Problens

I have been having significant issues with my Asrock Z270 ever since I got it a few months ago.

System Specs:
Intel i7 7700K
16 GB DDR4 RAM
Nvidia Gtx970
500 GB SSD
750W Power Supply

For my entire ownership of the board I have never been able to get any of the USB 3.0/2.0 ports to work. Only the 3.1 ports. I installed the board with a new install of windows 10 and downloaded all necessary drivers off the included CD and Asrock driver app.

Despite this I bought a USB 3.1 splitter so I could use a keyboard, mouse, and some headphones which worked fine for the past few months. Occasionally I would lose connection to something on the splitter but only for a few moments.

Over the past few days my computer has been freezing randomly or anytime I plug in or unplug a USB device requiring me to restart it completely. Yesterday my computer began to freeze after only 20-40 seconds of use after startup. And now it only turns off and on repeatedly never even getting to a boot screen.

The only recent replacement was this motherboard, the ram, cpu, and Gpu were all working fine before. I have tried to reseat both the ram and Gpu to no avail. I have ordered a replacement Power supply just incase and I wanted a modular one anyway but I'm lost as to what this could be. I have been having so many issues with this motherboard anyway so I thought a post here for anyone with more experience could help.

As far as I can tell this board does not have a seven segment display or beeper for error codes so I am completely lost. I have heard of motherboards having capacitors go bad but since I have only owned this a few months Id hope that wouldn't be the case.

Any help or advice is appreciated.
