I just purchase the Z370 Fatality Gaming K6 motherboard with the Intel i7 8086K (5GhZ) 

However, Windows 10 tells and the BIOS OC Tweak page says the processor is only running at 4Ghz. 

Does this motherboard support the 5Ghz 8086K Intel i7 processor. I did the BIOS update on my first boot up.

Windows 10 Enterprise

Processor Intel(R) Core(TM) i7-8086K CPU @ 4.00GHz
Installed Memory : 16GB

Any help would be greatly appreciated.

I changed a few settings in the BIOS and mine was running at 4.3G.

Asrock Z370 Gaming K6,
Intel i7 8700K,
ThermalTake Contact Silent 12 CPU cooler
Asus Strix GTX970,
EVGA 750 W Super Nova,
16 G GSkill Ripjaws, F4-3200C16D-16GVKB,
Samsung 960 Evo 500G M.2,
Samsung 970 Evo 1T M.2

 5GHz is a TurboBust frequency. If you want always have it on all cores (and you have proper CPU cooler) - make such settings in BIOS: 
  OC Tweaker\CPU Configuration:
    Muulti Core Enchancement = Disabled
    CPU Ratio\All Core\All Core = 50
    CPU Cache Ratio = 46
    BCLK Frequency = 100.00
    Spread Spectrum = Disabed
    Intel SpeedShift Technology = Disabed
    Long Duration Power Limit = 4000
    Long Duration Mantained= 3
    Short Duration Power Limit = 4000    
  Advanced\CPU Configuration: 
    CPU C States Support  = Disabed
  Advanced\Chipset Configuration: 
    VT-d  = Disabed 
Then F10 and Enter. 
Should work without any additional voltage regulations. Change Power Plan Settings in Windows 10  to High Performance. 
Always keep your CPU temperatures lower 70*C. Good luck.
