USB problems after installing motherboard drivers

Hello, I installed a new Z370 Fatality K6 motherboard couple of days ago in my pc. I booted my pc with old drivers from previous MSI Z370 motherboard and it was working fine but I formatted the SSD to install ASRock drivers. After installing windows and downloading ASRock drivers, my PC aio and case fans weren't turning off after shut down, they would go off after turning off psu but light up after turning on PSU without pressing power key. I did a complete windows reinstall thinking it was a driver issue but that didn't fix it either.

 

When PC was in that off but fans running state, I started removing USB ports and surprisingly removing my keyboard's second usb turned off the fans, I turned on the pc but that port wasn't working anymore and port below that wasn't either. They are bottom 2 ports, they don't work in BIOS or windows, according to manual they are intel chipset USBs, I have tried uninstalling usb drivers, loading default UEFI, my BIOS is the latest version.

 

These ports were working fine before installing drivers and case fans were turning off too. Also, these 2 ports have special note in manual if that matters: "ACPI function is not supported on USB3_34 ports" Other than this issue, everything seems to be working correctly.

All the ports on the rear panel are USB 3.1....
What happens if you get a rear panel USB 2.0 port and connect it to the 2.0 headers on the board?

I do not think the 3.1 ports are backward compatible.
I have the same board and putting the KB on a 2.0 port made a difference.

My case has usb 2.0 ports on front panel if that's what you mean and its working correctly. Also, I think those 2 ports are missing on the device manager but I am not sure, I ll post a screenshot of it. 

Uodate: I got the ports to work but only in this one specific situation, when I plug in my keyboard's first usb in one port and second in one of the 3 empty ports, anything connected to the second port works. I tried different things like mouse, pen drive in the first port but then both of them stop working.
