No signal from monitors, but pc is running

Hello dear comminuty, yesterday I had an unfortunate event happen for my stationary computer.
The thing is that it does want to boot up, but it gives no signal to my screen. So I started testing and looking around the forums to try and pinpoint the issue.
As far as I have tested it gives me error code 99 (Asrock 990fx extreme9) with 2 different cards, in all slots.
I want to make sure it is not my primary graphic card, so I will be testing it in a friends system.
I do want to as you guys if this error is most likely faulty PCI-E slots on the motherboard and the likely choice would be to just replace it, or if anyone else have had the same experience with a similar motherboard and found a way around this issue by other means?

My specs: 
Asrock 990fx extreme9 motherboard
Asus 970gtx strix GPU
AMD fx 8350
Corsair AX850W powersupply
Corsair vengeance 1600 2x 8gb ram

So other than that, I am able to enter bios, after I clear cmos it allows me to enter for a while and then it just going black screen efter a few seconds, not allowing me to do anything.
It seems the more rest I give the computer, the longer the screen will be on, but eventually it will just turn off and say "No signal"
So far the ideas I have heard from friends are that it could be the shipset controlling the pci-e slots, that this chipset is faulty. My other question is, if this is correct or is there anyone else who have any ideas to what it could be, before  go purchase a new motherboard? If it is an issue with the motherboard.
