B650m PG Riptide does not boot no power to fans

   Greetings.

I am putting together a brand new build. The motherboard, CPU, and memory are brand new from Newegg. The components are as follows.

ASRock B650M PG RIPTIDE WIFI AM5 Micro-ATX Motherboard
AMD Ryzen 7 8700G 
Kingston FURY Beast 32GB (2 x 16GB) 288-Pin PC RAM DDR5 6000
Fractal Design Meshify 2
Seasonic FOCUS GX-850, 850W
Team Group CX2 2.5" 1TB SATA III 
The ssd and the Seasonic PSU were used in a previous build.

I put everything together but the pc is not posting. The led's on the northbridge light up and the CPU fan spins. I had the case fans plugged into the fan headers on the motherboard but aside from spinning for a few seconds when the power button is first pushed they do not work. Also the leds on the memory modules do not light up. There was also nothing displayed on the monitor. The Post Status checker comes on as double red and stays lit.
