A620M-HDV/M.2+ >100 watt idle power with GPU

   Questions:
1) Can I achieve better idle power with the current hardware 
2) If I buy a better motherboard what will be the idle power

Details:
I have build a system (minimal A620M-HDV/M.2+ AS Rock motherboard, AMD Ryzen 5 7600, GeForce RTX 4060)

Idle power without external GPU 55 watt.
Idle power with GeForce RTX 4060 is 110 watt!
Idle power with GeForce GTX 1050 is around 100 watt!!

I am not a computer expert, but this seems too high. I thought it was the RTX 4060, but idle power GTX 1050 without external power cord is also high (PCI??). 

P.S. 
All measurements real power with smart energy meter, so +/- 5 watt.

I had an old i3 system, idle power ca 40 Watt with GTX 1050 . 
Similar idle power with RTX 4060.
